Holton sees increase in overdue sewer bills

The dilemma of overdue sewer bills was discussed at the regular meeting of the Holton Town Council on Tuesday, June 1.

Over $13,000 of overdue money sits on the records according to Council President Robert Furst, who noted as repairs are needed, they are running close on operating money for the sewer department.

Larry Eaton, attorney for the town suggested a rate increase to help offset the costs of the delinquent bills noting there had not been one in 13 years. He noted that labor and parts have increased for the town to operate the sewer system. Reluctant to increase rates, the council agreed to file small claims against those in violation of paying their bills and perhaps put liens against these properties. "Raising the rates for those who do pay still doesn't solve the problem of those who don't pay," noted Furst.

Town resident Greg Pickett was in attendance at the meeting to complain about barking dogs. He noted that the town is overrun by dogs and cats and asked particulars about people who should have a kennel license due to the number of dogs they keep.

Marshal Donald Raisor was advised he would need to attend the Marshal's Academy for training. He reported that he was looking into the matter and would report back to the board with dates at the next meeting.

Clerk-Treasurer Velma Stickelman reported that the council did not have to transfer money from the Motor Vehicle Fund to the General Fund because the tax money came in. The motion was carried at the May meeting due to low funds.
Unkempt properties were discussed with members noting trees had been cut as ordered and the Duane Patrick property was improving. They also noted that work was being done on the Kenny Hughes property.

President Furst recapped last month's decision to freeze raises for town employees saying while fuel costs remain high it was still in place.

An Open House celebration for the new community building was tentatively discussed, but without knowing the exact completion date the council was hesitant to set a date. That will be decided at a later time and announced in the paper.

Fees to rent the building have been set and are as follows:

· Small meeting room (4 hours or less) $35.00 with $50.00 deposit;

· Large meeting room (4 hours or less) $75.00 with $100.00 deposit;

· Wedding receptions $300.00
