Napoleon Town Board offers deal to church

The Town of Napoleon has been in contact with the Lutheran Church to purchase back the lease agreement they sold to the church in 1993 for $15,000. The town would like to keep the town square in the town's name. Board member Bill Vankirk said with riverboat funds, they have the money to buy back the property.

In consideration for the church selling back the property, the town will blacktop the street and gravel the parking area. Town Attorney Larry Eaton said they will need two appraisals for the property before they can buy back the lease agreement. Vankirk had attended a meeting of the church's council and they seemed positive about the offer.

A sewer situation south of town on Highway 421 was discussed at the November 9 meeting. There are several businesses on one sewer tap. Several options were discussed including putting in a small lift station and new gravity flow lines. Rod Eaton will check on some prices and bring the information back to the next meeting.

Attorney Eaton advised the town they will have to pay a penalty from the Indiana Department of Environmental Management. Eaton sent a letter to IDEM letting them know the town has brought their violations on the Wastewater Treatment Plant into compliance in May.

The letter stated additional rip-rap has been placed on the south side of the old lagoon to prevent further erosion. The gauging station and the influent and effluent flow meters have been calibrated since March 9, 2005. Holman Excavating has been contacted to replace the flow meter station box. And the certification of the certified operator is now in a permanent and visible display at the wastewater plant office. Even though all violations were corrected and have been for some time, IDEM still attached the penalty.

Attorney Eaton said there is a judgment against John Brinson for $880.61 in gas bills plus $46 court costs. He is supposed to be making monthly payments. No payments have been received.

All three town board members: Tim Brancamp, Bill Vankirk and Gerry Linarducci were present. Town Attorney Larry Eaton and Clerk Treasurer Karen Rohlfing were also present to advise the board. The next regular meeting of the Napoleon Town Board is scheduled for December 14 at 7:00 p.m. at the Napoleon Senior Center.
