Osgood applies for a grant – again
Will 'third time' be charm?

Julie Berry with Southeastern Indiana Regional Planning opened the Osgood Town Board meeting with a public hearing for the Water System Improvement Project. She presented council with the Resolution to authorize the submittal of the Community Focus Fund application to the Indiana Office of Rural Affairs. It is a $1,049,000 project. This will be the third time the town has applied for the $500,000 grant. The town will receive a $150,000 grant from the Reynolds Foundation and a $50,000 grant from the Rising Sun Regional Foundation pending the awarding of the CFF grant. The town will come up with the remaining $349,000. The Resolution to submit the grant was approved.

Herman Strumpf discussed the Regional Water Project. He stated surface water is becoming expensive to treat and develop. Well water is becoming the way of the future. He stated there is a well field in Charlestown that has 41 million gallons a day available for the Regional Water Program. It could cost between $2 and $3 per 1000 gallons to be treated and delivered. There could be a pipe built to come up I-65 and turn east around Seymour that could join water utilities that already have water sources. Strumpf just wanted people to be aware of the system, which is several years old.

Strumpf also talked to council about building a freight capable airport because “we are under served in this area.” He said there is funding available through the FAA.

During the meeting, several people complimented the town’s employees for the excellent job they did for the Sesquicentennial. All department heads said everything was going well. The Sewer Department is currently working on Cardinal Lane.

An Ordinance changing the adjustment from semiannual to monthly on the gas cost adjustment of utility rates was adopted.

Deputy Marshal Danny Hamilton has gone to work for Batesville. An ad will be put in the paper to accept applications for the position.

Mary Scholle presented a petition to close the alley behind her house on Buckeye Street. Scholle said she owns the property on both sides of the alley and the alley does not go anywhere. A public hearing has been set for October 17 at 7:00 p.m.

All three town board members were present: Jeff Volz, Paul Struckman and Linda Krinop. Attorney Mary Ann Gay and Clerk-Treasurer Tammy Wilhoit were present to advise the board. The next regular meeting of the Osgood Town Board will be October 17 at 7:00 p.m. at the Osgood Town Hall.
