Water Emergency declared

The drought is cause for concern and Osgood Town Water Department Supervisor Chuck Gill brought the situation before the Osgood Town Council at their July 17 meeting.

Gill said they are no longer pumping out of Laughery Creek, but instead drawing from reserves at the south quarry. He stated his concerns for using the reserves and the approximately 140 day water supply left. He asked the council to declare a water emergency. The council unanimously approved there is a water emergency in place for the Town of Osgood. No one is to use unnecessary water such as water lawns, washing vehicles etc.

The water emergency also includes residents of Holton and Napoleon.

Osgood Town Council members gave the approval for Ordinance 2012-3. Both sides of Buckeye Street and Ripley Street to Beech Street have been established as a commercial and business district. This ordinance restricts the conversion of the commercial and business district real estate into residential real estate.

In other business:

• Sewer Project claims were presented by Al Song. They include: Mitchell & Stark Construction - $199,087.70 to pay estimate #9 with retainage of $10,478.30; Commonwealth Engineers - $17,366.41 for additional construction and project representative. Council approved the claims unanimously.

• The purchase of Water Remote Reads to finish the water project was unanimously approved.

• The Month-to-Month Lease between the Town of Osgood and GT Performance Group, LLC, was approved unanimously.

* The policy to approve the Nepotism Law as directed by the Governor and the Indiana Legislature by way of House Enrolled Act 1005 was unanimously approved.

Osgood Marshal Eric Roush gave his monthly statistical report. He noted that there continues to be an investigation concerning an arson case. He also noted there have been several curfew violators and there have been some issues with scooters. He noted that according to state law, people driving the scooters must have a State ID and be at least 15 years of age.

Steve Wilhoit from the gas department, noted that he is looking at gas pressure monitoring devices from Toric Engineering to monitor gas pressure. Electric would need to be at each of the stations and it would require cell phone connectivity. It was noted that the budget will be looked at and one station of the three needed, might be completed this year.

The next regularly scheduled meeting of the Osgood Town Council will be held August 21 at 7:00 p.m. at the town hall.

JCD starts year with new faces

At the Jac-Cen-Del Community School Corporation meeting held July 18 new faces in different positions were introduced. Dr. Leanna Phillippe, who was the elementary school principal, is now the superintendent. Travis Rohrig has moved into the position of elementary school principal and Brian Fehribach is the assistant high school principal, with Bert Martini being the new face at the school in the position of high school principal.

Principal Rohrig gave a report about the newest ISTEP test results. He noted as the results stand, JCD Elementary is right on the borderline for an A or B rating. Since there were some name discrepancies, IMAST configurations and resources will be decided by the state so that rating could be higher.

According to Rohrig, students who were close to passing or failing ISTEP have been identified, which will allow teachers to focus on maintaining students who pass and bring up the students who were close to a passing score. Rohrig thanked those who have helped him ease into his new position as elementary principal. He felt Dr. Leanna Phillippe had been a great resource and help along with Fehribach and Martini. He thanked his staff for providing input on decisions.

Bill Craddock provided a detailed nine-month building project review. He is currently addressing several concerns regarding warrant time periods, the elementary air/heating system, and a steamer table at the high school cafeteria.

Under financial concerns, the following items were approved unanimously:

• Payroll and other claims for 2012.

• Resolution for appropriation of Rainy Day Funds in the amount of $41,777.23 for payment of annuities, retirement and severance obligations.

Under personnel changes, the following were approved:

• All board positions will be extended by six months until January 2013 and then be re-organized at that time.

• Resignations from Ernest Ruble and Sarah Kelts were approved with one no vote from Bill Roberts concerning Ruble's resignation.

• Employment was secured for the following teachers for the 2012-2013 school year: Brad Goldsberry, Mathew Inman, Anthony Moorman, Paul Thola and Julie Wenning.

The following coaching positions were also filled for the 2012-2013 school year:

Varsity boys basketball, David Bradshaw; assistant boys basketball, Matt Inman; freshman boys basketball, Derek Jones; eighth grade boys basketball, Brad Goldsberry; seventh grade boys basketball, Jason Volz; fifth and sixth grade boys basketball, Jason Hughes/Steve Narwold; varsity girls basketball, Scott Smith; assistant girls basketball, Matt McNew; eighth grade girls basketball, Tim Sutton; seventh grade girls basketball, Kyle Degler; fifth and sixth grade girls basketball: Jason Hughes/Steve Narwold; varsity baseball, David Bradshaw; assistant baseball, Jason Volz; varsity cross country: Tom Hughes/Jason Hughes; junior high cross country, Steve Narwold; varsity boys golf, Mitch Harrell; varsity girls golf, Chad Pindell; varsity soccer, Mark Jones; assistant soccer, Derek Jones; and junior high soccer, Larry Hammond.

Also approved were: varsity softball, Tim Sutton; assistant softball, Kyle Degler; varsity track, Tom Hughes; assistant track, Larry Hammond; junior high track, Tammy Shaw; assistant junior high track, Christa Riley; varsity volleyball, Tammy Shaw; assistant volleyball, Tammy Bonnlander; eighth grade volleyball, Christa Riley; seventh grade volleyball, Traci Siebert/Megan Siebert; high school cheerleading, Nichole Drockelman; junior high cheerleading, Amy Watson; and athletic trainer, Michelle Sebastian.

Concerning the 2013 senior trip, the board unanimously approved to rescind their approval of the recommendation at the April board meeting to schedule the 2013 senior trip for March 15-21, 2013. This means the senior trip for 2013 will be held April 16-22, 2013.

Superintendent Dr. Leanna Phillippe gave the upcoming calendar of events for July and August. Teachers' first day will be July 30 at which time they will enjoy a special presentation by motivational speaker Todd Whitaker. All main offices of the Jac-Cen-Del School Corporation will be open for business beginning July 19, 2012. Elementary open house and kindergarten orientation will be July 31. The first official day of school for students will be August 1.

Dr. Phillippe was excited to have the opportunity to be the superintendent at Jac-Cen-Del. She noted, “I see us going places.” She is pleased with her administrative team. She feels the teachers and staff are outstanding and expects the chance to lead them to be a wonderful adventure.

She is ready to work with this school board to better serve all students and the community. She informed the board that new software training has been completed with office staff, selected teachers, and administrators. Phillippe also said that memorial benches will be ordered and plaques will be placed on them to honor Mr. Snedaker, Mrs. Hall and Mr. Siebert.

The board approved Osgood Dairy (Dean's Foods) to provide dairy products and Interstate Brands (Butternut) to provide bread products for the 2012-2013 school year.

Weekend facility use for the 2012-2013 school year was approved for the following groups: Buddy Basketball program, 5th and 6th grade basketball program, freshmen basketball games on Saturdays, freshman basketball practices as needed, freshmen Ripley County tourney, Sunshine dance, junior and senior class dinners, National Honor Society breakfast, prom walk-through, Rube Goldberg competition, and the Boy Scouts Pine Box Derby.

The next business meeting of the JCD Board will be held August 15 at 6:00 p.m. in the JCD middle/senior high school cafeteria.

Pictured left, Linda Smith and Dan Cyrus check out names on the American Veterans Traveling Tribute Vietnam Memorial Wall that was displayed at the Southeastern Career Center from July 18-22. Cyrus was in the military during the Vietnam era.

In the photo below, soldiers from Muscatatuck Urban Training Center, Butlerville, were on hand Thursday, July 19 after the wall was escorted into Versailles on Wednesday, July 18. The escort was more than two miles long and included every type of emergency vehicle, along with about 100 motorcycle riders. They were led by the Indiana Patriot Guard Riders South East Region. Versailles Amercain Legion Post #173 member, Roger Kavanaugh, is pictured helping secure the wall, as another member Frank White, far right, was also on hand to help.
